Retribution Paladin leveling in WoW Forever is the default solo path for the class: a slow two-hander, Seal of Command, Judgement that no longer eats your Seal, and Holy Strike from level 6. This page is the Ret-focused companion to our Paladin leveling guide and sits beside Protection Paladin leveling. Full talent history lives on Forever Paladin changes.

Ret vs Prot vs Holy while leveling

Pick Ret unless you are deliberately tanking or healing. At level 40, Dual Spec lets you keep Ret for questing and Prot or Holy for groups.

What Forever changed that Ret players feel

From Blizzard's Paladin deep dive and the 2 November notes:

  • Holy Strike at 6 — instant Holy damage based on 50% of weapon damage plus a per-rank bonus.
  • Judgement no longer consumes Seals — Judge for damage and keep Command up.
  • Consecration at 20 for everyone — moderate damage to the first four enemies, very low to the rest.
  • Lay on Hands — 20-minute cooldown (was 1 hour).
  • Blessing of Kings baseline; Salvation / Mass Salvation / Blessing of Light removed on 2 November (tank threat raised to compensate).
  • No interrupt and no slow — still true in Blizzard's wrap-up. Hammer of Justice is your stop button.
  • Seal twisting is not baseline. Deep-dive Twist of Light was replaced on 2 November by Unsealed Wrath (31-point, requires Repentance).

Retribution talents that matter for leveling

Talents start at level 10. Milestones sit at 11, 16, 21 and 31 points in a tree. Confirmed after the late beta reshuffles (deep dive + 2 November notes as summarized on our Paladin hub):

Talent / milestoneWhy it matters while leveling
BenedictionCheaper instant abilities (now all instants, not only Seals/Judgement)
ConvictionCrit chance on spells and attacks (row reshuffled; read tooltip)
Sanctified JudgementJudgement can refund a large share of the judged Seal's mana cost
Sacred Arbiter (16-point)+20% Holy Strike damage; Holy Strike refreshes Judgements
Pursuit of JusticeUp to 15% movespeed (was 8%)
VengeanceDamage stacks on crits; duration lengthened vs Classic-style short windows—confirm stack count on the live tooltip
Repentance (21-point)Crowd control milestone; required for Unsealed Wrath
Champion of the LightSpell damage from Intellect (hub notes up to 60% after Nov 2 tuning)
Unsealed Wrath (31-point)Replacement seal-twist style capstone after Twist of Light's removal

Because trees moved on 30 October and again on 2 November, treat any third-party point-spend table written before those dates as suspect. Open the pane and read ranks in game.

Leveling rotation (Ret)

  1. Keep Seal of Command up on a slow two-hander.
  2. Judgement on cooldown.
  3. Holy Strike between swings.
  4. From 20, Consecration when you have a small pack (remember the four-target focus).
  5. Exorcism / Holy Wrath on Undead and Demons when they are up.
  6. Between pulls, heal yourself with Flash of Light or Holy Light before you eat—mana is the downtime limiter, and Paladin self-heals are the class's leveling tax break.
  7. Emergencies: Hammer of Justice, Divine Protection, Lay on Hands.

Mount gold planning still matters at 40—see gold while leveling.

Gear and professions (leveling lens)

  • Prefer two-handed strength sticks with high top-end damage for Command.
  • Mining + Blacksmithing for plate upgrades and camp tools, or gathering pairs for gold toward the level-40 mount.
  • First Aid still helps when you are empty on mana.
  • Camp features that do not clash with your own Blessings (for example Sharpening Wheel / Camp Chair) are covered in the camping guide.

Races worth knowing

Undead Paladin is new for Horde in Forever; RestedXP's Forever routes include that starting chain. Dwarf Artisan's Precision (+1% hit) replaced earlier racial iterations in the 2 November notes. Full racial context: races and racials.

Common Ret leveling mistakes

  • Following a pre–2 November talent export that still lists Twist of Light or removed auras.
  • Using a fast weapon with Seal of Command.
  • Eating every pull instead of self-healing.
  • Pulling caster packs without a stun plan (no interrupt).
  • Skipping dungeon quests when you do run instances—see dungeons vs questing.

Where this page stops

We do not publish an unverified 35–60 Ret “best zone” ladder. For the live bracket see the 1–35 leveling route. For class-wide advice keep the Paladin hub as the parent URL.

Frequently asked questions

Is Retribution the best Paladin leveling spec in WoW Forever?

For solo questing, yes: our Paladin hub and Wowhead's Forever leveling tips treat Retribution as the default. Protection is better when you tank dungeons or duo with a damage dealer; Holy is for healing. Dual Spec unlocks at 40.

What seal should Retribution use while leveling?

Seal of Command on a slow two-handed weapon is the usual leveling seal in Forever guides. Judgement no longer consumes your Seal. Seal twisting is not baseline; Blizzard's November 2 notes made Unsealed Wrath the 31-point Ret talent instead of Twist of Light.

When do Paladins get Holy Strike and Consecration?

Holy Strike at level 6 and Consecration for every Paladin at level 20, per Blizzard's Paladin deep dive. Consecration deals moderate damage to the first four enemies that enter it.

Did Twist of Light survive to launch?

No. Blizzard's November 2 development notes replaced the deep-dive Twist of Light capstone with Unsealed Wrath (requires Repentance). Open the talent pane in game; older deep-dive tables are outdated on that point.

Retribution or Protection for leveling?

Retribution for solo questing speed; Protection when you queue as tank or level with a partner who deals damage. See our Prot Paladin leveling page for Seal of Fury and pull sizes.

Baseline abilities follow Blizzard's Paladin deep dive. Talent names that changed after the deep dive follow Blizzard's 2 November 2026 notes as already reconciled on our Paladin hub (Unsealed Wrath, Champion of the Light up to 60% Intellect, Vengeance stacks). Beta testing capped at 30; advice above 30 is extrapolated from those notes, not timed play.
