Paladin Leveling Guide for WoW Forever: Retribution Talents, Rotation and Tips
Level a Paladin in WoW Forever: Retribution, Holy Strike at 6, Seal of Fury, baseline Consecration, the November 2 talent changes and Legacy perks.
EnlargeLevel a Paladin as Retribution in WoW Forever, with the slowest two-handed weapon you can find. Use Seal of Command, Judge often and heal yourself instead of eating. Wowhead's Forever leveling guide calls Paladin the easiest class to level in the beta. Forever also hands every Paladin Holy Strike at level 6, Consecration at 20 and Blessing of Kings baseline. Your Seal is no longer consumed when you Judge.
This guide covers the Forever Paladin changes that matter while leveling, then spec, talents, rotation, professions, camp buffs and Legacy perks. For the complete list of class and talent changes, see our Paladin changes in WoW Forever page.
Sources: Blizzard's Paladin class deep dive, Wowhead's Retribution Paladin leveling guide and Wowhead's October 30 class tuning report. Checked 3 November 2026 and updated on 4 November against Blizzard's November 2 development notes. Important: Paladin talents were reworked on October 30 and again in the November 2 notes, after most guides were written, so we only name talents confirmed in Blizzard's final notes.
What Forever changed for leveling Paladins
Blizzard's deep dive makes Paladin leveling smoother from the first levels:
- Holy Strike at level 6. A new instant attack dealing Holy damage based on 50% of your weapon damage, plus a bonus that grows with each rank. You finally have a button to press between swings.
- Judgement no longer consumes your Seal. You Judge for damage and keep the Seal's effect, so you're not constantly re-sealing.
- Seal of Fury at level 10. A new tanking seal. Since Blizzard's November 2 notes, Righteous Fury is also learned at level 10 (was 16) and adds 33% threat to everything plus 90% extra threat from Holy damage.
- Blessing of Salvation is gone. Blizzard removed Salvation, Mass Salvation and Blessing of Light on November 2, and raised tank threat to compensate.
- Consecration for everyone at 20. No longer a Holy talent. It deals moderate damage to the first four enemies to enter it.
- Lay on Hands every 20 minutes instead of every hour.
- Blessing of Kings is baseline, and so are Improved Blessing of Wisdom and Lasting Judgement.
What hasn't changed, in Blizzard's words: Paladins still have no interrupt and can't slow targets the way some classes can. They remain very strong against Undead and Demons through Exorcism, Holy Wrath and Turn Undead.
Best Paladin leveling spec: Retribution
| Spec | Leveling verdict | Why |
|---|---|---|
| Retribution | Best | Two-handed burst, self-healing, Wowhead's leveling pick |
| Protection | Good for groups | Seal of Fury and Consecration make AoE tanking strong |
| Holy | Dungeons | Holy Shock moved earlier (21 points, 10-second cooldown) for hybrid builds |
Retribution gives the steadiest solo leveling. If you plan to heal at 60, level as Ret and use Dual Spec at 40 to set up Holy for dungeons. Planning to heal while you level? See leveling as a healer. Want to tank on the way up? See our Prot Paladin leveling guide.
Retribution talents after the November 2 changes
Talents start at level 10. Milestones unlock at 11, 16, 21 and 31 points in a tree. Respec at a class trainer in a major city.
Wowhead's October 30 report and Blizzard's November 2 notes changed the Paladin trees heavily. Confirmed in Blizzard's November 2 notes:
- Unsealed Wrath is the 31-point talent and requires Repentance. Your melee attacks store a copy of your active Seal for 15 seconds, stacking up to 3 times; landing an attack with a different Seal consumes the stacks and gives the stored Seal its normal chance to activate once per stack. Twist of Light was removed. Seal twisting is not baseline in Forever.
- Conviction moved to row 2 and now gives 2/4/6% critical strike chance to all spells and attacks.
- Champion of the Light (5 ranks) adds spell damage equal to up to 60% of your Intellect and makes Hammer of Wrath cast up to 1 second faster.
- Vindication no longer increases your attack power.
- Two-Handed Weapon Specialization moved to row 4 and now boosts both Holy and Physical damage by 2/4/6%, and reduces threat by up to 20% while you wield a two-hander.
Other Ret talents from Blizzard's deep dive that matter for leveling:
| Talent | What it does |
|---|---|
| Sanctified Judgement (row 2 since November 2) | Your Judgement can refund up to 60% of the judged Seal's cost |
| Sacred Arbiter (16-point milestone) | Holy Strike deals 20% more damage and refreshes Judgements on the target |
| Pursuit of Justice | Up to 15% movement speed, up from 8% |
| Vengeance | Up to 3% damage per stack, now up to 5 stacks, 30 seconds; requires Seal of Command since November 2 |
| Repentance | Now the 21-point milestone; required for Unsealed Wrath |
| Turn Evil (row 5, new) | Faster, more frequent Turn Undead that also works on Demons |
Because the trees moved so late, open the talent window in game and read each tooltip. Older guides with point-by-point tables, including talents that no longer exist, will mislead you.
Paladin leveling rotation
From Wowhead's Retribution guide, adjusted for the confirmed baseline changes:
- Seal of Command on a slow two-handed weapon. Wowhead notes that Seal of Command deals double damage to stunned targets, so it pairs well with Hammer of Justice.
- Judgement on cooldown. In Forever it doesn't remove your Seal.
- Holy Strike between swings.
- Consecration from level 20 when you're fighting several mobs.
- Exorcism on Undead and Demons.
- Between pulls, heal yourself with Holy Light or Flash of Light instead of eating, then drink if your mana is low. Wowhead's guide makes this point: your healing is your downtime saver.
Emergencies: Divine Protection, Hammer of Justice to stop a mob while you heal, and Lay on Hands, now on a 20-minute cooldown.
Level-by-level milestones
| Level | What changes for a Paladin |
|---|---|
| 6 | Holy Strike |
| 10 | First talent point; Seal of Fury; Righteous Fury (Blizzard, November 2) |
| 20 | Consecration for all Paladins |
| 25 | First Legacy Point from leveling |
| 40 | Dual Spec |
| 45 / 60 | Legacy Points from leveling |
Professions for a leveling Paladin
Mining and Blacksmithing make your own plate and weapons, and both give strength-flavored camp buffs (Lodestone and Sharpening Wheel). First Aid is still worth taking: Wowhead's guide notes that First Aid can make Healing Potions, which save mana in emergencies. For money while leveling, choose Mining and Herbalism or Mining and Skinning instead.
Camp buffs and Legacy perks for Paladins
| Camp feature | Profession | Note for Paladins |
|---|---|---|
| Lodestone | Mining | Melee AP; doesn't stack with Blessing of Might |
| Sharpening Wheel | Blacksmithing | Strength |
| Camp Chair | Skinning | 2% crit |
| Mana Well | Alchemy | Mana regen; doesn't stack with Blessing of Wisdom |
| Fish Bowl | Fishing | 8% stats; doesn't stack with Blessing of Kings |
A Paladin brings its own Blessing of Might, Wisdom and Kings, so the camp features to look for are the ones that don't overlap: Sharpening Wheel and Camp Chair. Our camping guide explains how camp buffs work. Wowhead reports that camp buffs last one hour.
Legacy perks. Wowhead's Paladin guide mentions Talented, which lets you spend talents from level 5, and Frequent Flier, which helps with travel. It also notes that you can spend at most 16 Legacy points per character at launch. You earn Legacy Points at levels 25, 45 and 60 and from profession milestones.
Races for a Paladin in Forever
Undead Paladin is new in Forever, giving the Horde a Paladin option. RestedXP's Forever routes include the Undead Paladin starting chain. Undead also gain from Blizzard's racial rework: Cannibalize now restores mana as well as health. Dwarves get Artisan's Precision since Blizzard's November 2 notes: +1% hit with spells and attacks. It replaced Earth Fury, which had replaced Mace Specialization.
Common Paladin leveling mistakes
- Following an old talent table. The October 30 rework moved, removed or changed several talents. Read the tooltips.
- Eating instead of healing. You heal for free between pulls; save food for when mana is empty too.
- Fast weapons with Seal of Command. Slow two-handers get the most from it.
- Fighting casters without a plan. No interrupt means Hammer of Justice is your only way to stop a cast.
- Chasing runners. You can't slow them. Hammer of Justice or let them go.
Paladin leveling checklist
- Holy Strike at 6
- Retribution talents from 10, checked against the in-game tree
- A slow two-hander with Seal of Command
- Consecration at 20 for multi-mob pulls
- Heal yourself between pulls
- Mining and Blacksmithing, or gathering for money, plus First Aid
- Set a Holy or Protection second spec at 40 if you want to group
Let the route handle the walking
Paladins rarely die, so lost time is mostly travel and planning. RestedXP's Forever routes give every next objective with an arrow, and they include the Undead Paladin chain. See our RestedXP for WoW Forever page.

Frequently asked questions
What is the best Paladin leveling spec in WoW Forever?
Retribution with a slow two-handed weapon and Seal of Command. Wowhead's leveling guide recommends it and calls Paladin the easiest class to level in the beta.
Can Paladins seal twist in WoW Forever?
Not baseline. Blizzard's November 2 notes removed the Twist of Light talent. Seal twisting now lives in Unsealed Wrath, the new 31-point Retribution talent: your melee attacks store a copy of your active Seal, and switching Seals releases the stored copies. It requires Repentance.
When do Paladins get Consecration in WoW Forever?
At level 20. Consecration is now a baseline ability for all Paladins instead of a Holy talent. It deals moderate damage to the first four enemies to enter it.
Does Judgement consume the Seal in WoW Forever?
No. Blizzard changed Judgement so it no longer consumes your active Seal, so you keep its effect after you Judge.
What is Holy Strike?
A new Paladin ability learned at level 6. It deals instant Holy damage based on 50% of your weapon damage, plus a bonus that rises with each rank.
Can Paladins play as Undead in WoW Forever?
Yes. Undead Paladin is one of the six new race and class combinations at launch, alongside Gnome Priest, Human Hunter, Dwarf Shaman, Orc Mage and Troll Warlock.
Do Paladins have an interrupt in WoW Forever?
No. Blizzard says Paladins still lack an interrupt and can't slow targets like some classes. Hammer of Justice is your tool for stopping a dangerous cast.
