WoW Forever Rulesets Explained: Normal, PvP, RP, Hardcore
WoW Forever has no realms. How the five rulesets work, who you can group with, the one-faction rule on PvP, Alliance vs Horde leveling differences and language.
EnlargeWoW Forever has no realm list. When you create a character you choose a ruleset, which is a playstyle with its own population. Blizzard describes each one as "a broad player ecosystem" rather than a single realm. That choice matters more than a realm used to, because you cannot group across rulesets and you cannot move a character between them.
This guide covers each ruleset, who you can play with, the one-faction rule on PvP and how to choose between Alliance and Horde for leveling. The rules come from Blizzard's ruleset article, checked on 4 November 2026. Our recommendations are marked as such.
The five rulesets at a glance
| Ruleset | What it means | Factions per account | Available |
|---|---|---|---|
| Normal | Adventure and fight monsters; fight other players at your own discretion | Both | Launch |
| PvP | Almost always at risk of attack by the opposing faction | One | Launch |
| Roleplay | Strict naming and behaviour rules for in-character play | Both | Launch |
| Roleplay PvP | Roleplay rules combined with constant PvP risk | One faction on PvP* | Launch |
| Hardcore | Death has lasting consequences | Both | After launch |
*Blizzard says one faction per account "on the PvP ruleset" and lists Normal, Roleplay and Hardcore as allowing both. It does not say how Roleplay PvP is handled, so check at character creation.
Blizzard's list has changed. When Wowhead reported the original post on 21 September it listed four rulesets: Normal, PvP, Roleplaying and Hardcore. The current version adds Roleplay PvP and splits Roleplay out. Use the live article as the reference, not older summaries.
Who you can play with
These are the rules that most affect friends and guilds:
- Same ruleset only. You can group, run dungeons and raid only with players on the same ruleset. Cross-ruleset grouping is not supported.
- Battlegrounds can mix rulesets. Battleground queues may include players from other rulesets. Hardcore is the exception and stays separate.
- Factions stay separate. Horde and Alliance still cannot group together on any ruleset.
Before launch night, agree on the ruleset and faction with everyone you plan to play with. If one friend rolls Normal and another PvP, they cannot quest or run dungeons together, and nobody can move a character across later.
Moving between rulesets
Movement is intentionally limited:
- You cannot hop between rulesets. To play on another one, you make a new character there.
- When Hardcore arrives, Hardcore characters live in a fully enclosed ecosystem. If a Hardcore character dies, it can transfer to another ruleset, including PvP.
- Collections and Legacy Points are account-wide across rulesets, but Hardcore is handled differently. Progress, collections and rewards earned in Hardcore can become available elsewhere, but nothing from other rulesets flows back into Hardcore.
So an alt on another ruleset still benefits from your account's Legacy Points. Our Legacy Points guide explains the 16-point spending cap and which challenges count.
The PvP ruleset's one-faction rule
On the PvP ruleset, one account can only create characters for one faction. Once you create an Alliance character there, you cannot create a Horde character on PvP, and the other way round. Normal, Roleplay and Hardcore allow both.
Blizzard also says PvP will use faction-balance systems "similar to the approach introduced in Season of Discovery". In Season of Discovery, new character creation could be temporarily limited for one faction when balance support was needed. At launch, that means you may briefly be unable to create a character on the more popular side of the PvP ruleset. If you plan to play there, decide your faction early and have a fallback.
Normal or PvP for leveling? (our view)
This section is editorial advice, not Blizzard's.
- Pick Normal if leveling speed matters most. You can still flag for PvP when you want it, but you will not lose time to corpse runs from ganks in contested zones.
- Pick PvP if world conflict is the point for you. Expect slower leveling in contested zones and plan around it. Battlegrounds can mix rulesets, so PvP is not the only way to fight other players.
- Pick Roleplay or Roleplay PvP if you want in-character naming and behaviour rules. Read the rules before you name your character, because naming conventions are strict.
- Wait for Hardcore if one life is what you want. Blizzard has not given a date beyond "sometime after launch".
Whatever you choose, most of your leveling time goes to finding the next quest. Our fastest way to level guide covers the habits that save the most time on any ruleset.
Alliance or Horde: what actually differs while leveling
Faction choice is mostly personal. These are the concrete leveling differences Blizzard has published:
| Topic | Alliance | Horde |
|---|---|---|
| Skyborne race | High Order Skyborne: Druid, Hunter, Mage, Rogue, Warrior | Windshaper Skyborne: Druid, Hunter, Rogue, Shaman, Warrior |
| First new dungeon nearby | Hall of Thanes (13–18), beneath Ironforge | Ruins of Lordaeron (15–20), above the Undercity |
| Cross-faction trip | Ruins of Lordaeron is deep in Horde territory | Hall of Thanes is deep in Alliance territory |
| City of Dalaran attunement | "An Alarming Request", Emissary Jacques, Southshore | "Key to the City" and "Prison Break-In", Magus Wordeen Voidglare, Tarren Mill |
| New merchant faction | Azeroth Commerce Authority | Durotar Supply and Logistics |
The dungeon locations and attunements come from Blizzard's dungeon overview, and the Skyborne class lists from Blizzard's Skyborne article. For the full zone order by faction, see the WoW Forever leveling guide. For class choice, see best leveling class.
Preferred Online Language
Because there are no regional or language realms inside a ruleset, Forever lets you set a language preference so you meet players who share it:
- Press Escape to open the Game Menu.
- Choose Options, then Languages and Social under the System heading.
- Pick your language under Preferred Online Language.
The setting is account-wide, applies to all characters and has a 24-hour cooldown before you can change it again. Set it before you log in for launch night. If you play in German, French, Spanish or Portuguese, we also have localized guides, for example RestedXP auf Deutsch.
Layering: why players vanish at zone borders
A large shared ruleset still has to be split up somehow, and Forever does it with layering. In a WoW Forever podcast covered by Wowhead, Blizzard's engineers said that which zones are connected to each other can be tuned. You may see players disappear when you cross a zone border, because you have moved to a different layer.
Blizzard said the connections will look different at launch, when starting zones are packed, than a month later. It also said "the state at the end of the beta is what you can expect for launch" for large world PvP fights. Blizzard has not published a player-facing way to pick a layer, so expect some of this at launch.
Frequently asked questions
Does WoW Forever have realms?
No. WoW Forever replaces the realm list with rulesets. You pick a playstyle (Normal, PvP, Roleplay, Roleplay PvP, and later Hardcore) and each ruleset works as one large player ecosystem rather than a single realm.
Can I play with friends on a different ruleset?
No. Cross-ruleset grouping is not supported, so you can only group, run dungeons and raid with players on the same ruleset. Battlegrounds are the exception: they can include players from other rulesets, except Hardcore.
Can I have both Alliance and Horde characters on the PvP ruleset?
No. On the PvP ruleset you can only create characters for one faction: once you make an Alliance character there you cannot make a Horde one, and the other way round. Normal, Roleplay and Hardcore allow both factions.
Can I move a character to another ruleset?
Not freely. To play on a different ruleset you create a new character there. The one exception Blizzard describes is Hardcore: when a Hardcore character dies, it can transfer to another ruleset, including PvP.
Is Normal or PvP better for leveling?
Normal is the safer choice if your main goal is leveling quickly, because on PvP you are almost always at risk of being attacked by the other faction. PvP suits players who want open-world conflict and accept the lost time. This is our recommendation, not a Blizzard statement.
